
Kabugao is the official capital of Apayao. Home to both Igorot and Isnag tribes, this town is also recognized as the province’s cultural melting pot. It is located in the mountainous center of the province, surrounded by thick woodland forests and flanked by the snaking Apayao River. The upstream rivers flow into bubbling brooks and raging cascades, one of which is the 10-storey-high Gololan Falls, Accessible via bus and van from Tuguegarao, this humble town also seats the old Capitol of the province. It is located further uphill, overlooking the low- lying barangays of the municipality. After transferring the government office to Luna in 2008, the building has been abandoned and remains so up to this day.
