This newly-minted municipality of Flora was originally a cluster of barangays that were once part of Pudtol. Situated at the east of the province, the town is surrounded by rolling hills and gushing rivers. During hot days, locals flock to Dacao Dam, where water from the Apayao River flows and irrigates the farmlands. Families often have picnics aboard rafts and boats while children cool down in the clean, glassy waters. Farming being the main source of livelihood in Flora locals often participate in agro- industrial fairs. They showcase their commercial products such as corn and rice. They also have plenty of woodwork and are known to produce high-quality furniture.
